Founding Meetings

The Latin American Group for Public Administration Founding Meeting was held on the 19th and 20th of August, 2010 in the state capital, Tuxtla Gutiérrez, under the auspices of the State Government and the Institute of Public Administration of Chiapas.


At the foundational meeting the IIAS was represented by its President and Director General: Dr. Pan Suk Kim and M. Rolet Loretan.


The main topic in the Agenda of the meeting was “Role of Public Administration in the Development of Latin American countries”.


The dynamics of the discussions in the four parallel panels sought to delve deeper into the initial reflection concerning the main topic in the Agenda: “The Role of Public Administration in the Development of Latin American countries”. The four panels were:


Panel 1. Law and Public Administration
Panel 2.  The Ability to Rule
Panel 3. Public Administration: a factor of social-economic and political integration
Panel 4. Public Administration and society

The following weeks after the Founding Meeting, the basic principles discussed were summarised in the Chiapas Charter, which envisages some highlights and trends of Public Administration in the region. It was published on several journals and newspapers with circulation throughout the Latin American region.

The Group is also oriented to promote renewed interest in the works of IIAS, through the establishment of National Sections and State Members throughout Latin America.


A number of thirty eight participants were present for the foundation of the Group.
